Rachel Partain Appointed Chair of ABA Committee on Standards of Tax Practice

The American Bar Association’s (ABA) Section of Taxation appointed Caplin & Drysdale's Rachel L. Partain to a two-year term as Chair of the Committee on Standards of Tax Practice. Selection of Ms. Partain represents recognition of her abilities and contributions to the work of the Section. As Chair, Ms. Partain is responsible for:

  1. supervising and coordinating all committee activities;
  2. identify and grooming successors;

  3. affecting the development and administration of tax laws through committee programs and projects; and

  4. continuing to provide members with quality CLE/CPE programming and materials.

Ms. Partain is a Member in Caplin & Drysdale’s Tax Controversies and Tax Litigation practice groups, where she represents high-net-worth individuals (HNWIs), corporations, and TEFRA and other partnerships in complex federal and state tax controversy and litigation matters. Clients benefit from her skilled approach to complex examinations, appeals, tax and bankruptcy litigation, collections, compliance reviews, and internal investigations. Recent matters include helping businesses using micro-captives with their reporting obligations.

Appearing regularly before the Internal Revenue Service, the Department of Justice, and other government regulators to advocate for her clients' best interests, Ms. Partain has substantial experience advising businesses and HNWIs on how to structure transactions in a tax-efficient manner. She also partners with clients to develop policies and procedures that help reduce their risks and enhance their business operations.

A 2012 recipient of the ABA’s Nolan Fellowship, Ms. Partain is also distinguished with a Martindale-Hubbell® AV® Preeminent™ rating and was recognized by Super Lawyers as a "Rising Star" in 2013-2014. She is also Associate Editor for the ABA Tax Times.

An active participant in pro bono activities, Ms. Partain has handled pro bono matters in Tax Court through the New York Calendar Call Program, the New York University School of Law Tax Clinic, and the Duke University School of Law Low-Income Taxpayer Clinic.
