William D. Fournier
Exempt Organizations | Private Client

William Fournier provides tax-exempt clients with comprehensive legal advice and specializes in providing creative solutions that allow tax-exempt entities to fulfill their missions while complying with IRS requirements. He offers guidance to some of the nation’s largest private foundations, numerous public charities with both domestic and international operations, advocacy programs with related 501(c)(3) and 501(c)(4) entities, prominent media organizations pursuing nonprofit journalism, large tax-exempt institutions with complicated entity structures, and other tax-exempt entities on a variety of legal matters. He also assists high-net-worth individuals and their families in establishing and operating family foundations or implementing other strategies to achieve their philanthropic objectives. Mr. Fournier is recognized as a 2019 Super Lawyers, Rising Star, Washington, D.C.

Bryson B. Morgan
Political Law | Exempt Organizations

Bryson Morgan counsels clients on navigating the complex laws governing political activity and issue advocacy at the federal, state, and local levels, including campaign finance, lobbying, "pay-to-play," and ethics laws. He also advises corporations, nonprofit advocacy groups, lobbying and government relations firms, political committees, candidates, and officeholders involved in criminal and civil political law investigations. Prior to private practice, Mr. Morgan served as Investigative Counsel to the U.S. House of Representatives Office of Congressional Ethics. Mr. Morgan is recognized as a 2019 Super Lawyers, Rising Star, Washington, D.C. He is also a regular contributor to the firm’s FARA blog, a resource dedicated exclusively on the Foreign Agents Registration Act.

Elizabeth J. Stevens
International Tax | Tax Controversies | Business, Investment & Transactional Tax

Elizabeth Stevens focuses on international tax planning and advocacy for corporate clients. She counsels clients on transfer pricing planning (including advance pricing agreements and other competent authority matters), U.S. inbound investment taxation, and the implications of the 2017 U.S. tax reform for multinational groups' transactions and entity structures. Ms. Stevens also advises clients on partnership tax planning and structuring matters. Ms. Stevens serves as a Vice Chair for the American Bar Association Section of Taxation’s Transfer Pricing Committee.

Megan E. Wernke
Private Client | Tax Controversies

Megan Wernke advises wealthy individuals and the fiduciaries of large estates and trusts on a wide range of sophisticated tax and estate planning matters. Her practice includes developing tax-efficient estate plans, addressing clients’ business succession planning and creditor protection goals, and helping clients come into compliance with U.S. tax requirements. Ms. Wernke also counsels clients when transfer tax or fiduciary income tax controversies arise. Ms. Wernke was recognized in both 2018 and 2019 by Chambers High Net Worth (HNW) Guide as the "Up and Coming" Private Wealth Attorney for the D.C. area.
