Cryptic FARA Filing May Spur Questions From Justice Department: KGL Investment Company, a Kuwaiti company, has spent millions of dollars on Washington lobbying this year as part of a campaign on behalf of one of its executives, who’s facing embezzlement charges in Kuwait.

While Marathon disclosed the deal in a Foreign Agents Registration Act filing, Arusy hasn’t registered as a foreign agent himself, which three Washington lawyers who reviewed disclosure filing said they found unusual. “This filing is peculiar,” Matthew Sanderson of Caplin & Drysdale, who advises clients on foreign lobbying law, wrote in an email to PI. “If the ‘research and communications consulting’ work performed by Global Impact Services is registerable, that firm must register under FARA as a subcontractor to KGL.”
